Tried turning off as much of the equipment as possible, then turning on slowly, then shut off slowly until it kicks in - nothing changes, so i think the issue is the fan or the regulator.

The Bosch in question is a heated towel drier, not a clothes washer. These are devices used primarily to dry wet things, but may be used to clean clothes. Therefore you cannot use water in the device, nor should you attempt to alter the voltage output as that can cause arcing and damage the components.
Your device may have a maximum power rating, and this could be indicated by the power consumption of the device. An average value for this is probably around 40 watts (or around 4 amps at 240 volts, if that helps).
40 watts at 240 volts will be about 11.3 volts (calculated using Ohm's law).
If the device has a maximum power rating of 9 watts, then the maximum voltage is 9 volts (I don't have the manufacturer's model number for this device).
This means that you need a voltage of at least 9 volts, and ideally at least 11.3 volts, to run the unit.
In practice, you should design a circuit that will run the device at any voltage from 9 volts up to 11.3 volts. If you do this, you could simply use a transformer with a rating of 9 volts/240 volts, or you could use a regulated 9 volt battery, or you could use a fixed voltage regulator such as the LM317, as suggested in a previous answer.
Note that you should not run the unit at more than 100 watts or so. The water in a washer is relatively cool (it is heated by hot water from the spin cycle), so you would want to heat the air entering the dryer first, then heat the water coming from the spin cycle. This would require more power than your maximum power rating.
